Is Arnold preparing for school vouchers?

As reported on WorldNetDaily:

"California Gov. Arnold Schwarzenegger has tossed out all sexual moral conduct codes at colleges, private and Christian schools, daycare centers and other facilities throughout his state, if the institutions have any students who get state assistance"

But ...

Is this really an attempt to limit the ability of private schools to teach what they want, or is this an under the table, sneaky attempt to eliminate in advance - any effect a future implementation of a school voucher program would have on the state school system?

The biggest fear of those opposing the voucher program was that parents would suddenly stampede over each other in a mad rush to exit the public school system. Their theory was that with this mad exodus would come financial ruin and the inability for the public school system to survive. So, how would you prevent this?

Many opponents are in a state of panic right now, fearing that this decision will allow the government to further remove our ability to control what our children are taught. More from the WorldNetDaily article:

The governor yesterday signed a bill that would require all businesses and groups receiving state funding -- even if it's a state grant for a student -- to condone homosexuality, bisexuality and transsexuality.

"The gates of hell are prevailing against the church," Randy Thomasson, president of the Campaign for Children and Families, told WorldNetDaily."

I have to admit, my first reaction when seeing this story was utter shock and anger, but this action by Schwarzenegger, in my opinion, will have absolutely no effect on any policy or codes within the private school system but will guarantee one thing; private schools will simply refuse to accept vouchers. I believe this is exactly the result Schwarzenegger had in mind. By taking this action, parents who choose to move their child between schools, will have their choices limited to alternate public schools, thereby eliminating any change other than districting rules.

There is simply no way that a private school, especially those affiliated with a specific religion, will allow children to be taught lifestyles contrary to their beliefs when there's really no financial impact to the school to turn down students using government assistance. Religious schools do not currently receive government assistance and while some students do ... the methods the students use to pay their tuition would be the ultimate choice of the parent. The end result will be that some very qualified students will now need to find alternative financing rather than using any government assistance program. Private schools traditionally have waiting lists anyway, so it's not likely that this would suddenly create a shortage in admissions.

As low and underhanded as this move is by Schwarzenegger, I don't think it will have any impact on what our children are taught, and I don't think it was intended to. It was however, intended to prevent parents from gaining the ability to remove their children from the public school system, which basically amounts to the Arnold camp selling out to the demands of the teacher's union. Even if the voucher program is not on the way now, this decision will most likely render any future push useless.
